The GII assesses countries based on various indicators, including institutions, human capital and research, infrastructure, market sophistication, and business sophistication. Uganda's lower ranking suggests challenges in areas such as research and development, infrastructure, and innovation outputs.
Uganda ranked 121st out of 133 economies in the Global Innovation Index (GII) 2024, with an innovation score of 14.9. Uganda ranks 4th among the 10 low-income group economies assessed and 18th among the 27 economies in Sub-Saharan Africa. In addition, findings indicate that Uganda performs better in innovation outputs than innovation inputs in 2024.
In response to these challenges, Uganda initiated efforts to enhance its innovation landscape. Notably, the country hosted its first Global Innovation Index Symposium in May 2025, organized by the Ministry of Science, Technology and Innovation in collaboration with the Uganda Registration Services Bureau. The symposium aimed to address the country's innovation performance and explore strategies for improvement.
