Civil Society

Civil Society Organizations (CSOs) are key partners in Uganda’s economic transformation, supporting agro-industrialization, MSME growth, youth and women employment and human capital development. By strengthening value chains, cooperatives, digital skills and export readiness, CSOs help advance national targets, including, supporting the creation of about 885,000 jobs per year, raising per-capita income of US$2,942 by FY2029/30, rising exports toward 50% of GDP and faster poverty reduction.

 

Strategic collaboration between the State and Civil Society is formalized through the Private Sector SDG Platform and the National SDG Secretariat, which co-create governance frameworks for sustainable financing. The Domestic Revenue Mobilization Strategy (DRMS) 2025/26–2029/30 integrates CSO feedback to introduce fair mineral taxation and windfall taxes in the extractives industry. By participating in annual reviews like the Private Sector Development (PSD) Programme Review, CSOs ensure that government interventions in infrastructure and industrial parks remain inclusive and aligned with the new base-economy of Oil and Gas, expected to inject about US$2billion annually.

 

Beyond service delivery, CSOs are essential for governance, accountability, climate resilience and evidence-based policy reform, ensuring that public investments under NDP IV deliver results and build investor confidence critical for attracting US$50 billion in FDI by 2040. They strengthen transparency in budgeting and procurement, promote climate-smart agriculture and natural resource governance, generate policy research to improve competitiveness and innovation and amplify citizen voice in monitoring development outcomes. Effective integration of CSOs into national planning and performance frameworks will be key to achieving inclusive, sustainable and accelerated growth under Uganda’s long-term transformation agenda.
