Administrative

Administratively, national development is overseen by the Executive; headed by the President, who is the Head of State, Head of Government and Commander-in-chief of the Armed Forces; assisted by Cabinet. At the technical level, the highest structure in the coordination of national development is the Policy Coordination Committee (PCC) that comprises members of Cabinet, Heads of UN Agencies and Heads of Missions under the Chairmanship of the Prime Minister.

Below the PCC is the Implementation Steering Committee. This committee comprises the Permanent Secretaries, Heads of Agencies and UN Country representatives and participating Development Partners. The committee oversees the implementation of developments in the country, through Ministries, Departments and Agencies (MDAs). It further reviews progress and recommends policy proposals to the PCC. It is chaired by the Head of Public Service and Secretary to Cabinet.
