The 2025 version of the Africa Regional Overview of Food Security and Nutrition finds that Africa remains off-track to achieve Sustainable Development Goal 2 (Zero Hunger), with hunger, food insecurity, and malnutrition continuing to rise across the continent. More than 300 million Africans were undernourished in 2024, while nearly 60 percent of the population experienced moderate or severe food insecurity.

Government operationalized the Public Service Pension Fund (PSPF) Act, 2025, establishing the legal and institutional architecture for a funded, co-contributory public service pension scheme. This marks a landmark transformation in Uganda’s public sector human resource and fiscal management architecture. For nearly eight decades, public service retirement benefits were administered under the colonial-era Pensions Act (originally enacted in 1946), operating as an unfunded, non-contributory Defined-Benefit (DB) scheme financed entirely from the Consolidated Fund.
Regional trade dynamics within the East African Community (EAC) have shifted dramatically, with South Sudan and the Democratic Republic of Congo (DRC) displacing Kenya as Uganda’s primary export destinations in Africa. Monthly central bank figures revealed South Sudan taking the top spot after importing US$55.9million worth of Ugandan goods in a single month a 54% jump from previous periods while the DRC followed closely in second place at US$45.4million.
Uganda’s overall crime rate fell by 10.2% in 2025, with 196,405 cases reported compared to 218,715 in 2024, a significant acceleration from the 4.1% decline in 2024. This improvement stems from a high-functioning inter-agency framework and the strategic rollout of a sub-county policing model, which now provides localized security to 56% of sub-counties. The shift toward a proactive security posture is driven by intelligence-led operations and the integration of force multipliers, including CCTV, forensics, and IT systems.
The National Governance, Peace and Security Survey (NGPSS) 2024/25 show encouraging progress. The findings revealed that 82% of Ugandans expressed trust in government’s ability to provide security, up from 72% in 2017. while trust in local government institutions rose to 61%, up from 55% in 2022. Case backlog reduction in the judiciary improved by 18% between 2023 and 2025, reflecting institutional efficiency. Additionally, the Inspectorate of Government recorded a 12% increase in corruption case resolutions in 2025, signaling stronger governance accountability.
This study assesses opportunities for deepening Uganda–India bilateral relations under the Fourth National Development Plan (NDP IV) agenda. Using both quantitative and qualitative approaches, the analysis covers trade flows, export potential and diversification, trade in services, foreign direct investment, business challenges and opportunities and, lessons from India’s experiences in Business Process Outsourcing (BPO) and health service exports.
Despite increased policy attention, Uganda’s gender pay gap remains entrenched. Using four rounds of the Uganda National Household Survey (2012/13–2023/24), findings show the unadjusted gap consistently ranges between 43–52%, most pronounced among workers aged 31–64, in services, rural areas, informal jobs, persons with disabilities, and polygamous unions. In over 90% of dual‑income households, men earn more than women.
