DOHA PROGRAMME OF ACTION (DPOA) FOR THE DECADE 2022–2031
The Doha Programme of Action (DPoA) for the Least Developed Countries (2022–2031) was adopted at the Fifth United Nations Conference on the Least Developed Countries in March 2022 and endorsed by the United Nations General Assembly in April 2022. The DPoA represents a renewed and strengthened global commitment to supporting Least Developed Countries (LDCs) in achieving sustainable development.
At the strategic level, the DPoA is anchored in the principles of national ownership, leadership, mutual accountability, and global solidarity, and is aligned with the 2030 Agenda for Sustainable Development, the Addis Ababa Agenda, and the Paris Agreement. At the programme level, the DPoA is structured around six priority areas: (i) investing in people and human capital; (ii) leveraging science, technology, and innovation; (iii) supporting structural transformation; (iv) enhancing international trade and regional integration; (v) addressing climate change and building resilience; and (vi) mobilizing international solidarity and partnerships.
The DPoA places strong emphasis on robust monitoring and follow-up through a comprehensive, multilayered system of indicators, review mechanisms, stakeholder actions, and reporting frameworks established by the United Nations and its partners. Its Monitoring Framework[1] includes 165 indicators (133 unique) aligned with 113 targets, enabling systematic tracking of progress across the six priority areas.
