UGANDA - COUNTRY CLIMATE AND DEVELOPMENT REPORT, JULY 2025

The Country Climate and Development Report 2025 underscores Uganda’s urgent need to adopt a comprehensive and prioritized approach to climate action, balancing its long-term development aspirations with its high vulnerability to climate shocks.

A key theme of the report is mobilizing and strengthening climate finance through expansion of domestic resource allocation, developing innovative financial instruments such as green bonds, and leveraging international climate funds and private sector investments. To attract private sector engagement, Uganda needs to establish supportive policies that create an enabling environment for investment in climate-compatible projects.

Additionally, the report emphasizes the importance of resilient urban planning, improved data collection, and decentralization to strengthen climate adaptation efforts in cities. Enhancing urban infrastructure, promoting electric transportation, and strengthening local governance are crucial for managing climate risks in urban areas.

Overall, Uganda’s success in addressing climate challenges hinges in coordinated multisectoral actions, strengthened institutional capacity, active stakeholder engagement, and innovative use of financial tools.
