The Africa Sustainable Development Report (ASDR) is an annual publication that monitors the implementation of the 2030 Agenda for Sustainable Development and the African Union’s Agenda 2063. The 2025 edition was produced under the theme: Advancing sustainable, inclusive, science-and evidence-based solutions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for leaving no one behind, and the African Union's Agenda 2063. The Report focused on SDGs 3, 5, 8, 14, and 17, along with corresponding goals of Agenda 2063. Africa is making progress in many SDGs but the pace is insufficient to meet 2030 targets. Large financing gaps on social protection, climate adaptation, infrastructure are major impediments. Uganda’s Sustainable Development Report / Dashboard (2025) shows that overall SDG Index score 55.8, slightly above Sub-Saharan Africa average (53.9) but well below global average (66).
Opportunities remain amid multifaceted challenges. Africa was estimated to be home to 12 of the 20 fastest-growing economies in 2025, up from ten in 2024 and is projected to outpace global economic growth. Substantial opportunities exist despite the multifaceted challenges emanating from the debt burden, a worrying trend of jobless growth and rising global uncertainties.
Africa needs to bridge a substantial financing gap to attain SDGs According to an upcoming AfDB-ECA publication, Africa faces an astounding annual financing gap of between US$ 670 and US$762 billion by 2030, with over 80 percent of the gap concentrated in the LDCs. As such, Africa needs to bridge the substantial financing gap in order to achieve the SDGs.
Uganda adopted the Integrated National Financing Framework (INFF) aimed at mobilizing domestic and external resources, strengthening public finance management, improving coordination among actors, and enabling accountability & monitoring. Uganda is emphasizing increasing domestic revenue to finance SDGs. In the FY2025/26, Government of Uganda allocated Ushs 72.3 trillion to Human Capital Development (health, education, social protection, water & sanitation), infrastructure, agriculture, etc., which are central to many SDGs. Programs like the Parish Development Model (PDM) are being funded substantially (Ushs 1.059 trillion allocated for PDM in the FY2025/26) to reach parishes across the country.
