Uganda’s overall crime rate fell by 10.2% in 2025, with 196,405 cases reported compared to 218,715 in 2024, a significant acceleration from the 4.1% decline in 2024. This improvement stems from a high-functioning inter-agency framework and the strategic rollout of a sub-county policing model, which now provides localized security to 56% of sub-counties. The shift toward a proactive security posture is driven by intelligence-led operations and the integration of force multipliers, including CCTV, forensics, and IT systems. These advancements represent a stabilizing risk environment, though the 44% gap in sub-county coverage remains the primary area for further operational expansion.

The report highlights notable reductions in specific crime categories. Arson cases dropped by 3.9% from 1,604 in 2024 to 1,542 in 2025, while homicide cases declined by 21%. Malicious damage to property also fell by 8.8%, and cases of obtaining money by false pretense reduced significantly from 10,449 to 8,455.
