Uganda’s Fourth National Development Plan (NDP IV, 2025/26–2029/30) and the Tenfold Growth Strategy place peace, security, governance, and institutional strengthening at the heart of economic transformation. Sustainable industrialization, inclusive growth, and wealth creation depend on a stable environment where communities feel secure, institutions are trusted and governance is transparent. Without these foundations, investment and productivity cannot be sustained. Strong governance ensures accountability, efficient resource use and citizen participation, all of which are essential for inclusive development and rapid industrial expansion.
National Governance, Peace and Security Survey (NGPSS) 2024/25 results show strong governance and security gains that directly support Uganda’s Tenfold Growth Strategy. National trust in government security provision rose to 82% up from 72% in 2017, confidence in local government institutions reached 61% and judicial efficiency improved with an 18% reduction in case backlogs. Corruption case resolutions increased by 12%, while citizens’ trust in justice systems stood at 93%. Importantly, human rights awareness reached 89%, and 57% recognized anti-corruption efforts. These improvements have lowered crime rates, boosted investor confidence, and expanded access to digital government services for millions, creating a more predictable and enabling environment for industrialization and inclusive growth.
Looking ahead, NDP IV aims to consolidate these achievements through targeted reforms. Plans include scaling up community policing, enhancing cyber security, and modernizing public security forces to address emerging threats. Institutional reforms will strengthen oversight bodies, expand digital services, and improve accountability at local council levels. Civic education, patriotism programs, and inclusive decision-making will further deepen citizen trust and participation. By reinforcing governance, peace, and security, Uganda seeks to build a resilient environment that sustains industrialization, attracts investment, and drives the ambitious goal of multiplying economic output tenfold.
