The 2026 edition of Africa Sustainable Development Report highlights that Africa is unlikely to achieve the Sustainable Development Goals (SDGs) by 2030 without accelerated action to address financing constraints, infrastructure gaps, climate vulnerabilities, low productivity, and institutional weaknesses. The report emphasizes the need for countries to prioritize investments in water and sanitation, energy access, industrialization, infrastructure development, and stronger partnerships while improving domestic resource mobilization and public sector efficiency. These areas are identified as the most critical enablers for accelerating economic transformation and sustainable development across the continent.

For Uganda, the report reinforces the need to strengthen implementation of NDP IV through targeted investments in human capital development, Agro-industrialization, infrastructure, and local economic development. Key policy priorities include accelerating Parish Development Model implementation, enhancing domestic revenue mobilization, expanding access to reliable energy and water services, promoting value addition and export competitiveness, and strengthening monitoring and accountability systems. The report also underscores the importance of leveraging digital transformation, climate resilience investments, and strategic public-private partnerships to achieve Uganda's long-term development objectives and accelerate progress towards both the SDGs and Vision 2040.
