UN-Uganda Cooperation Framework (2026–2030)

On 22nd October 2025, Uganda and the United Nations launched a new Sustainable Development Cooperation Framework (UNSDCF) for 2026–2030.The framework aligns with Uganda’s 4th National Development Plan (NDP IV) and has three pillars: (i) inclusive human development, (ii) sustainable, climate-smart ecosystems, and (iii) inclusive, rights-based governance. The Cooperation Framework’s results framework also outlines targets for green job creation, climate adaptation, and inclusive governance, involving many UN agencies.

The Framework represents a country-led, evidence-based partnership developed collaboratively with Government, civil society, the private sector, and development partners to focus on catalytic development outcomes for Uganda from 2026 to 2030. The UNSDCF is structured around three strategic priorities that articulate the collective UN contribution in Uganda:

  1. Transformative and Inclusive Human Development: Focuses on improving access to quality and equitable health, education, social protection, and basic services, especially for populations at risk of being left behind;
  2. Sustainable Ecosystems and Climate-Smart Development: Targets the management and resilience of natural resources, climate adaptation and mitigation, and environmentally sustainable pathways that support livelihoods and economic transformation; and
  3. Integrated, Inclusive, and Rights-Based Governance: Aims to strengthen governance systems, human rights, accountability, and inclusive participation in development decision-making processes.

The Cooperation Framework defines medium-term result outcomes and indicators that it will help Uganda achieve by 2030 across its priority areas. The key targets include:

  1. Human Development: Increase coverage of essential health services including reproductive, maternal, child and infectious disease services (aligned with SDG 3.8); Improve foundational education outcomes, measured by primary school proficiency in reading and mathematics (SDG 4.1); and Expand access to safely managed drinking water and sanitation services (SDG 6.1 and 6.2);
  2. Socioeconomic Inclusion and Protection: Enhanced social protection systems and equitable access to services for vulnerable groups; and Progress in the Human Development Index reflecting cumulative advances in health, education, income and well-being;
  3. Climate and Environment: Strengthened institutional capacity for climate resilience and ecosystem management through inclusive, evidence-driven interventions under the Framework’s climate-smart development agenda; and
  4. Governance and Rights: Expanded rights-based governance, including transparency, accountability and inclusion in decision-making at national and subnational levels.
