This Report examines how education and training systems in Uganda are adjusting to meet evolving labor demand, considering the changing nature of work. The study explores youth employment and skills challenges and opportunities. It reviews the structure and composition (demographic, education and skills) of the workforce; the policies, regulations and institutional arrangements for boosting job opportunities for youth and ways to implement innovative education and training initiatives that harness digital technology; the impact of digital technologies on job creation and the nature of skills needed; and the effects of COVID-19 on the education system and labor markets.
