Sub-Saharan Africa witnessed substantial growth in manufacturing jobs despite a lack of improvement in the contribution of manufacturing value-added to GDP. Despite being reasonably high, the predominance of exports of primary products and engagement in low-skill tasks characterizes the region’s integration into manufacturing global value chains (GVCs). Nevertheless, GVC integration has led to job growth, and backward integration is especially associated with more job creation.

Government has mainstreamed sustainable land management and climate-smart agriculture in its development plans, including the Third National Development Plan 2020/21 to 2024/25, Green Growth Development Strategy, Strategic Investment Framework for Sustainable Land Management, and the Paris Agreement. Moreover, increasing resilience in agriculture and natural resources are key measures in the government’s COVID-19 recovery plan.

Throught the Ministry of Internal Affairs (MoIA), Government rolled out e-registry to ensure increased effective and efficient public service delivery, transparency and citizen participation. This is intended attaininig effective and efficient public service delivery.


NITA-U develops Enterprise Enterprise Architecture and e-Government Interoperability Framework Reference Architecture (GIRA) to improve Government’s service delivery, accountability and transparency.

This will help avoid digital fragmentation of services and data; improve sharing and reusing of information among MDAs; improve information exchange between MDAs; and increase cooperation between MDAs. This is all geared towards reinforcing government’s rate of service delivery, accountability and transparency.


Policy Review Framework to Finanlize the Financial Sector Development Strategy in an effort to strengthen Government of Uganda’s capacity for development planning

Developed a Policy review framework to finalize the Financial Sector Development Strategy. This Strategy aims at reducing financial exclusion and access barriers, developing credit infrastructure, building out the digital infrastructure for efficiency, and empowering and protecting individuals with enhanced financial capability. This is in line with the Development Plan Implementation Programme’s objective under NDP III of strengtheninging Government’s capacity for development planning.

 


Uganda and Democratic Republic of Congo sign a Memorandum of Understanding to strengthen peace and security at the border between the two countries.

The Ministry of Defence and Veteran Affairs (MoDVA) signed a Memorandum of Understanding (MoU) with the Armed Forces of the Democratic Republic of Congo (DRC) to establish a secure and stable environment along Uganda’s border points. The MoU will seek to strengthen border control and security between the two countries.


Software application launched to enable Uganda Police Force fight crime.

Uganda Police Force (UPF) launched a software application, dubbed UPFMobi App, after a similar one was removed following ownership wrangles. The application aims at helping members of the public access police services, report crimes and seek help. The system was first launched in 2018 but had system glitches affected its effectiveness. With the volume of crimes reported to Police decreasing from 215,224 cases reported in 2019 to 195,931 cases reported in the year 2020, the app seeks to play a pivotal role in strengthening UPF’s capacity in  reducing crime in the medium-term.


Inclusive Refugee-Hosting in Uganda Improves Local Development and Prevents Public Backlash

Large arrivals of refugees raise concerns about potential tensions with host communities, particularly if refugees are viewed as an out-group competing for limited material resources and crowding out public services. To address this concern, calls have increased to allocate humanitarian aid in ways that also benefit host communities. This study empirically tests whether the presence of refugees in Uganda (one of the largest refugee-hosting countries) has improved public service delivery, and consequently, dampened potential social conflict..
