Parliament approves the Human Organ Donation and Tissue Transplant Bill

In September 2022, Parliament passed the Uganda Human Organ Donation and Transplant Bill 2022 setting tough penalties for dealing in human organs for commercial purposes. The Bill seeks to establish a legal framework for organ, cell and tissue transplant in Uganda. The Bill also seeks to regulate the conduct of donation and transplant activities in the country. In an attempt to prevent vices associated with human organ donation and transplantation, Parliament approved a life sentence for persons who deal in human organs and tissue for commercial purposes.


The Agriculture Value Chain Development (AVCD) Strategy approved

The AVCD Strategy is aligned to the NDP III and PDM Framework. It spells out WHAT needs to be done at the various levels of the agricultural value chain, the HOW to do it. It also specifies the roles of the different program actors (WHO). The AVC is tandem with the objectives of the Agro-Industrialization Programme under Uganda’s third NDP III programme such as increasing the agricultural sector growth rate from 3.8 in FY2020/21 percent to 6.0 percent FY 2020/21.

Throught the Ministry of Internal Affairs (MoIA), Government rolled out e-registry to ensure increased effective and efficient public service delivery, transparency and citizen participation. This is intended attaininig effective and efficient public service delivery.


NITA-U develops Enterprise Enterprise Architecture and e-Government Interoperability Framework Reference Architecture (GIRA) to improve Government’s service delivery, accountability and transparency.

This will help avoid digital fragmentation of services and data; improve sharing and reusing of information among MDAs; improve information exchange between MDAs; and increase cooperation between MDAs. This is all geared towards reinforcing government’s rate of service delivery, accountability and transparency.


Policy Review Framework to Finanlize the Financial Sector Development Strategy in an effort to strengthen Government of Uganda’s capacity for development planning

Developed a Policy review framework to finalize the Financial Sector Development Strategy. This Strategy aims at reducing financial exclusion and access barriers, developing credit infrastructure, building out the digital infrastructure for efficiency, and empowering and protecting individuals with enhanced financial capability. This is in line with the Development Plan Implementation Programme’s objective under NDP III of strengtheninging Government’s capacity for development planning.

 



East African Community Wildlife Conservation and Management Policy

Tourism accounts for about 10% of GDP of each EAC partner states, 7% of employment, and about 17% of export earnings. It is also estimated that 70% of tourism in the East Africa region is dependent on wildlife. Therefore, factors such as poaching, habitat loss and fragmentation, climate change, expansion of agricultural activities and human-wildlife conflict continue to threaten wildlife conservation efforts.
