The Bill will oversee the establishment of the Uganda National Mining Company which will manage the government’s commercial holding and participating interests in mineral agreements. The Bill mandates the National Mining Company to hold 15 per cent free equity in all large and medium mining ventures as well as have the right to pay up 20 per cent extra shares in the mining ventures at the commercial rate.

The amended Act is intended to remove inconsistencies in the law by introducing flexibility in its implementation and to streamline operations of the electricity sector. Particularly, the Bill proposes to remove the monopoly of the Uganda Electricity Transmission Company and Uganda Electricity Distribution Company as the single buyers and suppliers of generated electricity. The Bill further intends to grant power to the Electricity Regulatory Authority (ERA) to classify licences and as well as increase funding ERA from 0.3% to 0.7% from the revenues generated from the sale of electricity.

Parliament passed the Physical Planners’ Registration Bill, 2021 to provide for the establishment of a Physical Planners' Registration Board; to provide for the powers and functions of the Board and to provide for the registration of physical planners in the country among other provisions. The Bill addresses the absence of a legal framework through which physical planners are regulated. Thus, it intends to solve the challenges of unplanned physical development in urban and rural, violation of minimum physical planning standards and abuse of environmentally sensitive areas.

Government approved the Minerals Policy 2019 to provide a regulatory framework for sustainable minerals industry. Similarly, the Electricity Act 1999 is currently undergoing review to accommodate new trends in the energy sector.

Parliament passed the Road Toll Bill 2018. The bill is aimed at streamlining management of toll roads in the country. Similarly, the Uganda National Roads Authority put in place several regulations governing the road sub sector including the wheel and axle regulations, the ferry management regulations, vehicle dimension regulations among others. These are aimed at streamlining transport to reduce damaging and vandalism of the road infrastructure.
