A BRIEF ON DECENTRALIZED PENSION REFORMS IN UGANDA Why the slow payment of Pensioners?

The Pension and Gratuity budget is entirely funded by government of Uganda (GOU). From July 2015, payment of the pensions and gratuity was decentralized to MDAs and LGs which began with staff that retired in FY 2014/15.All issues of approvals of payments to pensioners were transferred to Accounting officers of these MDAs and LGs and Central Government maintained the role of Policy guidance and strategic direction.

Although the pension processes was decentralised, there are many challenges that have consistently affected the timely payment of Pension and Gratuity of some MDAs and LGs which is a violation of pensioners’ right. More information can be accessed through visiting the source on the link below:
